250 quad runner help

So this has been a long project and I'm finally in the home stretch and reaching out for help. My donor bike was a 250 quad runner 4x4 that I got for free not sure on a year but it's in the 80s. The engine and part of the frame has since been transplanted into a lifted golf cart for cruising the campground since more power was needed after I built the lift and added the bigger tires. My final issue now that it's all running is that I have no forward gears. I can shift it between forward and reverse and both the neutral and reverse lights work and it moves in reverse. When shifted to forward the neutral light comes on and then I can either use the shifter I made or disconnect the cable from the transmission and move shifter arm by hand but in either situation my neutral light stays on and it won't move. It really feels to me like the shifter arm is moving through the gears but nothing happens. Does anyone have any ideas before I'm forced to tear this thing back apart and split the transmission open? (Which I really don't want to do)

Try adjusting the clutch. If the Neutral light stays on then it isn't going into gear at all. Does it move when it's run in reverse?
