2002 Ozark click when trying to start

Hi, new to the forum. I have a 2002 Suzuki Ozark 250 that the electric start became intermittent for a bit and now it won't even start at all unless I use the pull start. The starter solenoid makes a very audible click sound when I push the start button, but nothing happens. I have tried jumping the solenoid with several different screwdrivers and don't even get a spark when doing so. I measured the voltage across the 2 terminals on the solenoid when at rest and get 12.8 volts. When I hit the start button the solenoid clicks and the meter almost drops to 0 volts. The battery is brand new and the headlights don't dim at all when trying to start the machine. I am very confused on whether this is a solenoid issue or a starter issue. Can someone recommend something else I can try? I really don't want to throw a bunch of parts at this thing.

Clean all of your electrical connections. Start at the battery and work your way to the solenoid then the starter. Ensure all the connections are corrosion free and tight. And also check your main ground to frame connection.

I am a little late to this party, but just ran into this issue and I suggest starting at the starter. You can bang the starter while hitting the start button. This gave us a couple spins. We also tried running power directly to the stater from a jumper cable. That failed. Popped a new starter in, which took about 30 minutes from start to finish.
