Ltz 400 revving up but won’t hit limiter

I just rebuilt my four wheeler, stroker crank, 434 cylinder works big bore stock cams, no air box lid, carb adjusted to the mods, it revs up good idles all day, but instead of it hitting rev limiter it kinda sputters at full throttle, it reminds me of a 2 stroke that is running too rich
