After sitting for a few years I got everything spruced up and finally got it to start. But the idle is really high. Idle screw is turned down all the way. Will idle down to normal if I shut off the fuel petcock until it runs out of fuel and dies. Flat stuck open maybe? There is a small inlet on the air intake side of the carb that free flows fuel constantly. What would that be? I'm relatively new to this.

Sounds like dirt in the needle & seat, or a stuck float. Either way clean the carb up. Gas should only flow when called for.
