Metered out my battery when my 87 Lt-F230 Quadrunner is idling, and the volts start at 12.8v and keep climbing slowly to over 15v. Wondering if its the reason every bulb was burnt out (headlight/tailight/Netural/Reverse indicators).. Is 15v+ charging normal?

15.0 volts is a tad high. But it shouldn’t have been high enough to blow out the bulbs. I’ve seen higher readings before. At idle you should be getting a reading of about 13.0 to 13.3 volts, and around 13.6 to 13.8 when revving the engine. However, 15.0 volts is on the high side. I would change the voltage regulator and clean all of your electrical connections.
