50cc quadsport brake issue

So I'm trying to figure out my daughters quadsport. The brake is used to start the ATV and I pulled it in and now the levers loose but the cable is tight. Which locked the rear wheels up. Does anyone know something that can release it again? I tried adjusting it by the axle but it didn't help. Idk why it's locked up all of a sudden. There's no hand adjustment on the handle bar either.

My son’s brand new Kymco would freeze up while riding. I had to burp the bleeder to get it to release. Hope this helps!
