Will not start!

alright here i go i have posted on here before saying that it will not start and basically got the answer not compression so i tested it and ya nothing so...

i had the head fix

new valves
new seat
honed out cylinder
new piston rings
new fuel pump
new spark plug
cleaned the carb
new fuel filter(its an inline one)

ummm ya lots of new parts and the thing still will not start
i can push it with another quad and it will start but it will not start on its own. the electric start does not work(bad starter i think) and it will not pull start the inline fuel filter will not fill up with fuel like it did when i got the quad it seems like there is not vaccum or somthing and like i said its new fuel pump and i have checked the line they are all attached

can someone please please help me

Have you checked the petcock to see if it is clogged up? Also you may want to put it on Pri and see if it helps.

Pri will be on the petcock under the fuel tank where the lines hook up to it, that was me that said blow into the line, and if you haven't done so you will need to set the timing on it read this 4-Stroke Timing Adjustment Guide and it will walk you through what I am talking about. If you have anymore questions feel free to ask.

The engine has to be turning for the petcock and fuel pump to operate.

You stated earlier that timing was way off,did you get it in time.If not you will get no vaccum to work the fuel pump and petcock.also the valves well get warped if not in time.
