1998 King Quad sputters of idle

My king quad has been unable to accleerate at times. Previously I had rebuilt the carb as it was frequently flooding and locking up the cylinder when sitting overnight. THat took care of that issue.
Now it will intermittently sputter and RPM will not raise when throttle is appled. I did some research and found others where having this exact problem also. They were saying that the voltage regulator/rectifier was faulty causing the output to be approx 17Vdc. I put a meter on mine and of course it did not act up right away. After riding for 10-15 minutes it started its sputtering routine and guess what? the voltage at the battery was 17-18Vdc.
So my question is Is this what happens when the regulator goes bad - to cause an intermittent problem? or is it a poor connection/bad wiring.

When it goes bad by what you stated,the rectifier is not regulating the voltage from 17-18 to about 14.6,thus overloading the electrical components.

I had exactly same thing happen to mine and after I changed regulator it fixed it.
